The previous study has found several research gaps and also revealed that budget
spending on oil palm research is limited to a few areas and has not addressed the key
challenges facing the stakeholders in the whole oil palm supply chain. Therefore, a detailed
investigation is necessary to explore the challenges and identify an integrating approach of the
research framework that is in line with agricultural development policies and address the needs
of the stakeholders in order to promote the Southern Economic Corridor Research (SECr) to
become the center of research excellence in Southern Thailand.
Objectives of the research
1. To investigate and analyze grant allocation for oil palm research from 2008 to 2019,
aiming to address the national agriculture policy development by the Agricultural
Research Development Agency (ARDA) and the National Research Council of Thailand
(NRCT).
2. To gather key challenges and explore the current status of the Thailand oil palm supply
chain.
3. To analyze the alignment between the research agenda and the current status and
future challenges facing the Thailand oil palm industry.
4. To recommend a budget allocation framework for oil palm research that aligns with
the Thailand national oil palm policy.
5. To develop and formulate a regional research strategy in order to promote the SECr to
become centers of research excellence in Southern Thailand.
Research Methodology
The methodology for this research started with reviewing policy, defining the framework
for oil palm research, analyzing the research grants from 2008 – 2019. Quantitative analyses
are used to analyze research grant allocation combined with qualitative analysis gather from
interviews and group discussions on future trends and key challenges facing stakeholders in
the industry supply chain. Finally, formulate a research strategic plan for Southern Economic
Corridor research (SECr) and determine the oil palm research areas and confirm the hypothesis
on research grant allocation through interviews and focus groups.
Results
The study is based on a qualitative analysis of previous grants for oil palm research during
the past 13 years (from 2008 to 2020). The result indicates that the accumulated budget on
oil palm research reached 762 million baht in 2020 with a total of 500 projects. Of which
