Therefore, the research strategic plan for the development of specialization Research

Center in the Southern Economic Corridor (SECr) has been defined, that is to become Center
of research excellence of agriculture and related industry in Southern Thailand, promoting

agriculture security and creating sustainable economic development. The strategy consists of
4 pillars as follows:

1. Formulate area-based collaborative research on target industries based on economic

feasibility and social impact.
2. Develop channels to promote and commercialize research and technology transfer.

3. Establish career paths for research specialists in the target industry.
4. Create collaboration interregional research networks in the target industry.

Based on the study of the oil palm industry, the findings conclude that the research

framework to area-based collaborative research on the oil palm industry should consist of 7
key areas. . Basic research on the oil palm, 2. Productivity enhancement in palm cultivation

and plantation, 3. Technology and tools to support palm cultivation, 4. Engineering, innovation

for palm oil processing and waste management, 5. Oleochemical Technology,
6. Agroeconomic, social, marketing and logistics and 7. Policy standard, law, and regulation on

oil palms.
This research framework provides the area of research topics that addresses the needs and

expectations of stakeholders within the oil palm supply chain and help promote SECr to

become a center of research excellence in Southern Thailand and provide access to support
future research development and help drive the competitiveness of research in the future.

In addition, collaboration networks between the government, the private sector, the
education sector, and the community (quadruple Helix) are necessary to strengthen the

research system (research eco-system) in the area. There must be a centralized coordination

body to oversee the development and cooperation among stakeholders and the funding
agency should shift the funding scheme toward program level instead of project-level to create

integration and synergy among research consortium to address the challenges in the holistic

view. There must be a mechanism to streamline processes on research equipment sharing
among research institutes, educational institutions.

Recommendations
This research strategic plan provides detailed statistical analysis on research grants in the

past and at present. The study explores key challenges and obstacles in the oil palm industry

throughout the supply chain. The recommendation highlights the need to develop oil palm
