                                                      Executive Summarry

There are two major issues affecting Thai Jasmine rice production. First, Jasmine rice
yields are delivered to the market at the same time that Jasmine rice prices and farmers’ income
during the harvest season decreases. There was a government policy of leasing to postpone in-
season paddy (barn pledging), but rice yields of farmers that participated in this project did not
meet their expected target and still had lower yields than market-launched yields. The second
problem is a quality issue that over several years, the price of Thai Jasmine rice has decreased
and a little bit higher more than other countries. This effect reflects that the premium that the
market demands for Jasmine rice is decreasing. This decrease may be caused by a decrease in
the quality factor; however, there has been no research related to Jasmine rice storage forms
and procedures. The factors that influenced the decision to keep Jasmine rice stored and that
affect participation in the barn-pledging scheme, as well as the cost of each method of Jasmine
rice storage, are the key pieces of information needed to establish policy tools to manage the
supply of Jasmine rice, especially in harvest season. Moreover, the performance of Jasmine rice
storage types and the relationship of barn management to Jasmine rice quality lacked empirical
research findings. Thus, this study had three objectives as follows:

                              1) To study rice barn conditions, forms and procedures of Jasmine rice storage, and
incremental costs of Jasmine paddy storage .

                              2) To analyze factors that affect the decisions related to Jasmine rice storage and the
participation in barn-pledging scheme of farmers.
                              3) To analyze the relationship of the postharvest management process, especially barn
management, to Jasmine rice quality as follows; fragrance (2AP), head rice percentage, chalky
grain percentage, and moisture content of paddies.
This study used a combination of survey research and experimental research. The survey
research’s study area was located in the northeastern region in the following nine provinces with
significant Jasmine rice paddy fields: Nakhon Phanom, Yasothon, Maha Sarakham, Nakhon
Ratchasima, Ubon Ratchathani, Surin, Si Sa Ket, and Buri Ram. Data was obtained through
interviewing farmers and obtaining their Jasmine rice samples in the 2017/18 crop year. Sampling
proceeded using a list of farmers within the study area with a total of 330 households
categorized by the production environment. This approach included irrigation and rainfed areas
and organic and conventional Jasmine rice production types. For the experimental research, we
studied the form of rice storage that was appropriate for organic and conventional Jasmine rice in
three storage locations; wooden barns, tin barns, and home storage. The experiment was
conducted in Ban Phue Hi, Dong Daeng subdistrict, Chaturaphak Phiman district, Roi Et province.

The data analysis consists of the following approaches. 1) Descriptive statistics: mean,
frequency, and percentage in order to represent the barn condition, farmers’ Jasmine rice
storage, paddy preservation process, and barn management. For the incremental cost analysis of
paddy storage, the cost analysis in cash is used, which means the cost from postharvesting
activities. 2) Factors that affect the decision to keep Jasmine rice stored and to participate in the
barn-pledging scheme of farmers, as well as the relationship of farmers’ physical factor, their
farms, economic factors, and social and communication factors to their decision to store Jasmine
rice and participate in the project of farmers was analyzed using Binomial logistic regression. 3)
For experimental research, we study the Jasmine rice of Khao Dawk Mali, 105 cultivar in two
