Abstract
A Karen community - Ban Klang - depends on forest and agricultural ecosystem services. The
community utilization area is located in the overlapping territorial claims as Tham Pha Thai National Park.
These claims put pressure on resource management, both with government officials and communities.
Therefore, this research aims to study 1) agro-ecological resources management by the community 2) state
management policies on overlapping areas 3) the results of resource management under the context of the
state and Karen on highlands, by the United Nations Sustainable Development Goals (SGD) and 4)
recommendations for sustainable resource management. This research applied observation, a questionnaire,
in-depth interviews, and a focus group along with related literature reviews. The results show that resource
management by the state has a significant quantitative goal by increasing the forest area to 40 percent of the
country area with the power of state jurisdiction such as laws and acts of legislation. Although forest
conservation areas are increased as an outcome, the goals still have not been achieved. At the same time,
the conflict between the state and the community is increasing. However, this pressure drives communities
to create community-based resource management systems. The key approaches of their management are
ecosystem services and common property. Community members have equal rights to access and receive the
benefits from natural resources. This management system provides food security at the community level
and assists to promote sustainable agriculture (SDG 2) and to ensure sustainable consumption and
production (SDG 12). However, poverty, vulnerability, and legal land rights are still significant challenges
for sustainable development. Therefore, the sustainable resource management approach should lay the
policy’s foundation based on local community participation. The policy should be flexible and appropriate
for the local ecosystem, geography, and cultures to create a sustainable system of resource conservation and
improve the human-wellbeing and the resilience of the community economy.
