                  The results showed that nine problems could be identified as the key lessons learned, as
                  follows: (1) lack of uniformity in the policy of managing Class 1 and Class 2 watershed

                  areas; (2) policy formulation without actual implementation; (3) strict use of law as the
                  basis of management with little regard to public participation; (4) ineffectiveness of law
                  enforcement; (5) solving certain problems without readiness; (6) lack of integration among
                  government agencies; (7) failure in using time periods for farming in the forest areas as

                  a key criterion to formulate the policy; (8) inconsistency between the agricultural policy
                  and forest policy; and (9) lack of information systems to use as a decision-making tool.
                         To  achieve  the  goal  and  to  solve  the  problems  mentioned  above,  this  study
                  proposes  management  strategies  in five  areas,  as  follows:  (1)  land  use  planning;

                  (2)  balancing  the  environment  and  quality  of  life;  (3)  reducing  agricultural  land  use;
                  (4)  integrating  efforts  to  allocate  arable  land;  and  (5)  enhancing  efficiency  in  the
                  management of Class 1 and Class 2 watershed areas.
