A recommendation for custom hiring services is that the service supply should be extended to
wider locality in order to reduce the pressure to increase the custom hiring rates. This may be done,
firstly, by improving information flows among users and suppliers; and, secondly, by providing trainings on
machine operation and maintenance. There should be measures to train future labor force. Vocational
students at all levels should be taught to operate and maintain the machines. Fiscal policies should be
introduced to provide enough budgets for various vocational agricultural colleges. Thirdly, monetary
policies should be adopted to increase working capital for custom hiring operators. Fourthly, monetary
policies should be introduced to encourage the operators to invest in new machines. Fifthly, the
transportation of harvesting machines should be facilitated between regions. Lastly, the price ceiling for
custom hiring should not be reinitiated in any regions.
