Study Methods
(1)Review the literature for principles in managing agricultural land;
(2)Review relevant documents on policies and methods in managing agricultural land;
(3)Review the literature to identify lessons learned from international case studies;
(4)Compare Thailand’s experiences in managing agricultural land with international
cases;
(5)Conduct field surveys, including interviews with farmers, regarding agricultural
land management methodsand their opinions on land sale in 14 provinces,
including Nan, Chiang Rai, Phitsanulok, Prachinburi, PathumThani, Phra Nakhon
Si Ayutthaya, Nakhon Ratchasima, KhonKaen, Kanchanaburi, Ratchaburi, Surat
Thani, Krabi, Trang, and Songkhla. These provinces face land management
problems, such as (1) deterioration of land in terms of erosion and soil fertility, (2)
renting and selling agricultural land, (3) frequent occurrence of natural disasters,
(4) conflicts in land tenure, (5) inappropriate land use, and (6) encroachment in
state-owned land. The accidental sampling method was adopted, with a total of
420 samples.
(6)Analyze the current situations of agricultural land use in Thailand, including
problems, causes for problems, and determining factors that result from previous
and current policies, as well as external factors, such as foreign investment and
investment in the stock market. The DPSIR Framework will be used in the
analysis;
(7)Analyze trends in agricultural land use in the future, as well as adapting to climate
change and maintaining food security; and
(8)To propose policy recommendations, including measures and approaches to
sustainable management of agricultural land, as well as possible ways to alter
current land use patterns in areas that are inappropriate for agricultural uses.
Study Data
Both primary and secondary sources of data were used.
(1) Primary data come from the survey conducted to the 14 provinces mentioned
above;
(2) Secondary data come from archives, laws and regulations, ministerial statements to
parliament, cabinet resolutions, Economic and Social Development Plans 1-12,
government administrative plans, committee resolutions, policies of relevant
ministries, key events related to water management, and data from various research
institutes.
