Abstract
Research project “Agricultural Land Preservation which Related to Food Industry
in Eastern Region” has seven objectives: (1) to review the background and objectives of
government development projects in the eastern region from the past to the present (2)
to assess the potential of agricultural areas in the eastern region (3) to review the
preservation of agricultural lands in Thailand (4) to review the establishment of Food
Valley in Thailand (5) to review international experience in the preservation of agricultural
lands and the establishment of Food Valley (6) to take lessons from the impact of land use
changes in coastal development projects in Eastern region (7) to establish guidelines for
the preservation of agricultural areas in the eastern region that are linked to food
industry.
The conceptual framework for this study comes from the promulgation of the
Eastern Special Development Zone Act of 2018 that covers the areas of Rayong, Chonburi
and Chachoengsao, total area of 8.29 million rai. The act stipulated that development
should befriendly to the environment and traditional agriculture, including extending
existing industries related to agriculture in 2 areas: (1) agriculture and biotechnology and
(2) food processing industry. It led to Industrial factories and communities expanded into
potential agricultural areas. If it occurs continuously, it will affect the traditional way of
life of farmers and the ecosystem in the long run. These studies provide guidelines to
establish a link between the protection of agricultural lands and the food industry,
including maintaining the balance of the eastern environment.
The study method was conducted by reviewing literature, reviewing the objectives
of the development projects in Eastern region from past to present, protection of
agricultural land, food industry development, establishing Food Valley concepts in
Thailand, international experience in agricultural land protection and food valley
establishment. There are two activities in field surveys: land use change and opinion
surveys of farmers and other stakeholders as well as assessing the potential of
agricultural areas in the eastern region.
The analysis by the 5 managerial factor system and the DPSIR system has shown
that the protection of agricultural land is linked to the food industry in terms of policy,
but there is no link in action plan. The possibility of protecting agricultural lands is
relatively low because of unfairness in enforcing land use, however, there are more
chances of food industry development. Unfair land use enforcement must be the first
priority to be looked at.
The 8 Guidelines for the protection of agricultural land linked to industry food in
the eastern region are (1) targeting the area to be protected (2) instilling fairness in land
use enforcement by enacting a new law, "purchasing of development rights" in the
manner of “easement” (3) establishment of funds to purchase development rights
(4) establishment of Food Valley In the East, (5) the use of soft power supports
geographic indication registration and current OTOP production, (6) preparing action
plans that connect between “Protection of agricultural lands and food industry
development” (7) a study to find a balance between raw material production areas and
the food industry and feasibility study on purchasing development rights in the manner of
“easement” to be used in Thailand, (8) encouraging farmers to jointly invest with the
Office of Eastern Special Development Zone Office.
