only for medical use and some are legalized for both medical and recreational uses. The
cannabis industry in countries where recreational uses are legalized has higher growth.
Canada, USA, Netherland, and Uruguay are the pioneers to legalize the cannabis industry
in the world. The medical and recreational uses in these four countries are legalized. The
regulations and measures including restrictions, standard, monitoring, and traceability are
similar, however, is lack of accessibility measure in Uruguay. Growing cannabis at home
regulations is different across countries. For the economic impacts, we find that tax
income, and employment increases, and government spending on arresting decreases. For
social impacts, we find that the accessibility of patients is easier. The offense of cannabis
use decreases. Also, juvenile delinquency and car accidents-related to cannabis use do
not significantly change. However, trading of illegal cannabis in black market does not
decrease because of high price of legal cannabis. In terms of a financial feasibility study,
compared with other growing systems, the greenhouse system achieves higher net returns
than indoor system for both foreign and thai species. However, thai specie cannabis obtains
the higher returns. Therefore, the most important issue is that government should promote
and build explicit knowledge about growing and seed breeding to be compatible with a
local area and climate in Thailand.
