system or the shifting cultivation system because of the need to prepare land for cropping;

Land allocation for community projects under the National Land Policy Committee are good

examples that should be applied to land allocation initiatives in the highlands in the future;
(10) For highland development in areas with indigenous populations, the criteria and
methods deployed by the Royal Project Foundation should be the best model for scaling up
in Thailand.
