This study reviews the state of knowledge in highland management that covers
economic, social, political, security, and environmental aspects. It reviews research results
and recommendations for highland management proposed by scholars, institutions,
foundations, and non-governmental organizations, as well as development projects of
various characteristics hitherto implemented. This study is the first of its kind in Thailand.
Objectives
1. to review Thailand’s government policies on highland management from the past
until the present;
2. to review research results, concepts, and recommendations on highland management
previously proposed by scholars and various institutions;
3. to review highland development projects implemented by government agencies,
foundations, and companies;
4. to review international experience in highland management, including agreements in
international conventions and declarations regarding highland indigenous peoples;
5. to review problems and obstacles in the efforts of the government and other
agencies to develop the highlands; and
6. to draw lessons on highland management from both successful and unsuccessful
cases according to the initial goals, so as to propose policy guidelines in the future.
Study scope
1. Review government policies, research results, concepts, and recommendations on
highland management previously proposed by scholars and various institutions;
development projects and their problems and obstacles, international experience in
highland management, including agreements in international conventions and
declarations;
2. Conduct field surveys to collect primary data on physical, economic, and social
characteristics in study areas in 10 provinces, namely Chiang Mai, Nan, Chiang Rai,
Chaiyaphum, Khon Kaen, Uthai Thani, Kanchanaburi, Phetchaburi, Surat Thani, Nakhan
Si Thammarat, Trang, and Krabi. Then synthesize the findings to draw lessons from
both successful and unsuccessful projects according the initial goals, so as to
formulate policy guidelines in the future.

The study examines 13 periods. The 1 period is before the 1 National Economic and Social

Social Development Plans, respectively.
