4. To study the current situations of water resources and management; and
5. To propose key issues to be considered in developing future water policies.
Scope of the Study
This research compiles water policies in Thailand until the present and analyzes issues to be
considered for developing future water policies. The scope of the study is as follows.
1.1 Compilation of Thailand’s water policies until the present, dividing the timeline into 14
periods, namely:
Period 1: From B.E. 1762 during the Sukhothai period until the establishment of the
Ministry of Agriculture
Period 2: After the establishment of the Ministry of Agriculture from B.E. 2435 until B.E. 2475
Period 3: After the Siamese Revolution in B.E. 2475
Periods 4-14: After the adoption of the National Economic and Social Development
Plans 1-11 (B.E. 2504-2559);
1.2 Develop a archival database on water policies in Thailand in chronological order;
1.3 Analyze problems, causes of problems, and factors that determine water policies that may
aligned with one another or change, as well as policy consequences in each of the 14 periods;
1.4 Analyze the current situations of water resources and management; and
1.5 Analyze key issues to be considered in developing future water policies.
Conceptual Framework
Even though water policies have existed for a long time since the Sukhothai period until the
present, there are many sources of water policies, including laws and regulations, ministerial
statements to parliament, economic and social development plans, cabinet resolutions, and
government administrative plans. These water policies include those that correspond to, and change
according to, various causes and factors in each period. Because these policies have not been
compiled into one source, previous review and studies were time-consuming and too incomplete to
create lessons learned for future decision making. Therefore, in order to develop future water policy, it
is necessary to create a knowledge based on water policy for future reference and research, while
documenting the history of how policymaking has evolved from the past until the present.
Study Methods
1. Review the literature on Thailand’ water policies, including important events in the past
until now;
2. Compile a archival database of water policies in Thailand in chronological order;
3. Analyze problems, causes of problems, and factors that determine water policies in each
period, as well as policy outcomes, using a Matrix-Analysis method;
4. Analyze the current situations of water resources and management; and
5. Analyze key issues to be considered in developing future water policies.
